This is the ANNUAL inflation rate — the change in the consumer price index against the same month a year earlier. Note that most indexation clauses name a specific variant (December on December, or the annual average), and the gap between variants can run to several percentage points. Check which one the contract asks for. The primary source of the CPI is the National Bureau of Statistics; the NBM restates it alongside its own target.
